If the throttle cables ain’t stickin,
what else could cause revs stickin at high revs
(1100DS engine)?
Broken TPS, ECU or what?
Battery ok. Fuel lines ok.

Speeddog once told me about sticky "servo" idle systems (works like a servo but is really an air system for the ECU to control idle). It should be forcing the idle down to the programmed number. They may need a clean as when dirty can cause erratic idle. It's a bit of work to get to it and clean it. Otherwise maybe the TPS?
Often referred to as ICV (Idle Control Valve). I've never had to deal with one here.
I imagine salt on roads, bikes sitting during long winters, high moisture levels, etc all contribute to sticky operation.
Does your bike have a carbon canister like California?
