I’m trying to figure out what this part does and what it’s called. I really don’t like the color of it and want to find out if it’s painted or anodized and if I can repaint it or if I need to buy a replacement.

It's probably anodized alloy. The pic is of a fork preload adjuster. It is a type that protrudes out of a cavity in an above triple clip on style handle bar. I couldn't identify the brand.

Talk to your local anodiser company about changing the colour. It looks a tight fit so powder coating or paint may affect how it fits.
