4V Radiator Fan Issues

I had some issues with my ST4 this week where the fan would not come on when coolant temperature was high enough.  This made for some difficulty in traffic.  I figure it has to be the fan, wiring or temp sensor.  Before I go chasing ghosts does anyone know if historically there is a most likely component?

Easy enough to rule out the fans.  Battery voltage directly to the fan, fan runs, fan good.  The relay can also be bypassed.  Year would be helpful.

Thanks Howie.  That what I am setting up right now is 12V jumpers straight to the fan.  It is a 1999.
